Sarvodaya, as a Movement dedicated to peace and development, achieved through the awakening of the humankind to fulfill the basic needs of all people, will strive to engage and empower individuals, families, villages and communities, in achieving their respective personal and collective governance, economic and consciousness goals.
In the march towards this mission, Sarvodaya will engage and leverage the resource support (financial, physical – shramadana, and the technology, knowledge and best practices being transferred) and goodwill of Governments, International Agencies, donor communities around the world, Sri Lankan Diasporas, local and foreign individuals and other institutional donors.
Recognizing this close network and interactive relationship with donors, big and small, Sarvodaya has adopted the under noted policy to guide its dealings with all such donors, striving at all times to act within the framework of international best practices of good governance and accountability.
Sarvodaya’s Commitment to Donors
A. Economy, Efficiency and Effectiveness – Sarvodaya will adopt best practices in resource management that will assure economy, efficiency and effectiveness of the resources entrusted to it. Towards this commitment it will establish practices, systems and procedures bench-marked to international best practices.
B. Good Governance – Sarvodaya will at all times strive to adopt and adhere to international best practices of good governance
C. Compliance – Sarvodaya assures that processes of governance that ensure due compliance with all legislative, regulatory and other commitments are adhered to, and that a whistle blowing policy enables any person to highlight any compliance violations
D. Transparency – Sarvodaya will adopt international best practices of transparency with associated accounting [and auditing practices] and will regularly publish audited accounts on a timely basis. All donations will be individually acknowledged, irrespective of the size, currency or country
E. Accountability – Sarvodaya will, irrespective of the level of allocated resources, remain accountable to its donors at all times for the resources entrusted to it and will use such resources for the benefit of and in pursuit of its stated and agreed goals, projects and activities
F. Management Information Systems – Sarvodaya will establish and leverage effective management information systems that will enable it to discharge its commitments to donors as herein stated, including but not limited to the provision of general or specific management information and project status reports on a regular basis using an agreed framework of reporting
G. Financial Control - Sarvodaya will ensure that best practices of financial controls, including internal controls, limits of authority, internal audit and exception reporting, are embedded in all resource management processes, and in respect of specific projects will include specific project related external audit certifications and post implementation reviews
H. Use of General Donations – The general and unspecified donations received by Sarvodaya will be used in accordance with the resource allocations policy as published from time to time by Sarvodaya, subject however to an allocation for general and head quarters overheads of a sum not exceeding 15% of such donations
I. Use of Specific/Project related Donations – The specific and project related donations received by Sarvodaya will be deployed in terms of the project budget as agreed with the donor subject however to an allocation for general and headquarters overheads of a sum not exceeding 10% of such donations
J. Agreement not to Commit Donors – Sarvodaya will not, unless otherwise specifically agreed to, bind or commit to any liability, obligation or credit, or commit in any other manner, a donor in any contract or obligation in connection with the project implementation, or pledge the name and assets of the donor or donor funded project or activity
K. Project Naming Rights – Sarvodaya may with the consent of the donor make specific reference, in an activity or project, to the donor including but not limited to the naming of such donor in a link up with the project or activity
L. Research and Case Study Publication- Sarvodaya retains the right to use any material, experiences and outcomes from any of its donor funded projects and activities, in any research or case study publication, and also the right to share any learning points in any general or specific publication
M. Publicity and Communications – Sarvodaya will from time to time issue media releases feature articles and world wide web related communications; and its officials will grant general or specific interviews; including in any such releases or interviews, references to projects and activities of any donations and donors, unless otherwise specifically agreed to with a donor
N. Contractual and Trust Commitments – Where appropriate or requested by the donor Sarvodaya is willing, subject to its Constitution and applicable rules and regulations, to bind itself by specific or general contracts or trust deeds, which incorporate therein such provisions and other appropriate commitments of the parties to the agreement or deed, including but not limited to the objectives, funding and resource allocation, time plans, budgets, expected outcomes, management information and compliance and control procedures.
Donor Commitments
A. Recognition of the Sarvodaya Values – The donors agree to recognize and uphold the Sarvodaya Principles and Core Values at all times and to act within such value systems in its dealings with Sarvodaya and its projects and activities
B. Recognition of the Rights of Refusal- The donors accept the rights of Sarvodaya to refuse any donation or offer of participation in any joint activity or project
C. Clarity of Binding Agreements- The donors agree, where appropriate, to enter in to a written agreement or memorandum of understanding that clearly lays down the project objectives and respective commitments
D. Donor and Project details - Prospective donors supporting a specified project or activity (ie. not unspecified general contributions) agree to complete and forward to Sarvodaya an information sheet detailing the outline of the offer of support and/or financial assistance for a specific project using the form annexed, including in addition details of other donor funded projects / activities funded by the donor in Sri Lanka and Internationally
E. Right of Termination of a Project or Activity – The donors recognize the right of Sarvodaya to terminate at any time, with full accountability and due notice, any project or activity due to reasons or circumstances beyond its control, or due to frustration of contract, or for any other reason, specific or general, consequent to which Sarvodaya believes it is inappropriate or impossible to continue with the project or activity
F. Use or Association of Sarvodaya – The donors accept and bind not to associate, specifically or in general, Sarvodaya in any communications, written material, broadcast or publication without first obtaining the written consent of Sarvodaya
G. Reference to Projects and Activities – Where Sarvodaya wishes to give publicity to or include in any media release, broadcast or publication any details of any donor funded project and seeks the donor approval towards this purpose, the donors agrees not to unreasonably withhold approval of and concurrence with such request
H. Agreement to deal with Designated Officers – The donors agree to channel all communications and instructions and queries for clarification through the Executive Director of Sarvodaya or any such other designated donor relations manger of Sarvodaya.
I. Donors Rights of Reference – Any donor who is unsatisfied or has any complaints has the right to have any such issue referred to the President or the Sarvodaya Elders Committee through the General Secretary
J. Settlement of Disputes - Any donor who is unsatisfied by the decision of or inaction by the Sarvodaya or its Elders Committee, agrees to refer such issue, grievance or dispute to mediation and settlement by a mutually agreed third party before resorting to any other action to redress any such grievance or dispute
K. Donor Commitments of Compliance - All donors agree to be bound by legal and regulatory requirements, and to provide such information as may be required for Sarvodaya to assure continuing due compliance by the donors as well as by Sarvodaya, in its dealings with the donors
L. Compliance with Laws and Regulations- Donors and their nominees and agents agree and bind themselves, in dealing with Sarvodaya, and in engaging donor nominated agents or local staff, and in engaging in any activity or project in Sri Lanka in association with Sarvodaya, that they will at all times respect and comply with the local laws, regulations and best practices.
